Duties and Responsibilities:

Description, Duties and Responsibilities:
Under general direction, Utilities Engineers in the Rail Transit and Crossings Branch (RTCB) spend about half their time in the field inspecting and evaluating highway-rail crossings and rail transit systems for compliance with Commission General Orders and the Public Utilities Code. Engineers conduct their safety oversight in the Rail Transit Safety Section or the Rail Crossings Engineering Section of the Branch by performing diagnostic reviews of crossings, auditing safety practices of transit agencies, investigating complaints, and investigating accidents. RTCB engineers perform technical engineering work in developing safety recommendations and regulations involving the design, construction, operation and maintenance of highway-rail crossings and rail transit systems. Time in the office is spent preparing formal decisions and resolutions, writing investigation reports, evaluating complex plans and documents of rail systems, researching rail safety and new technology, analyzing rail accident data, and occasionally, preparing for and testifying in formal proceedings before the Commission involving the safety of highway-rail crossings and rail transit systems.

Incumbent makes comprehensive inspections of railroad freight car equipment and investigates adequacy of freight car maintenance methods; makes recommendations of proper corrective action to be taken in order to bring freight cars into compliance with the Federal Freight Car Safety Standards; examines common carrier railroad equipment maintenance records and makes inspections of freight cars to determine compliance with Federal Railroad Freight Car Safety Standards; conducts investigations of railroad accidents; assists in the preparation of reports and exhibits; and does other job-related work as required.
Although the California Public Utilities Commission does not specifically test for physical ability in this exam, candidates must be aware that the position requires the ability to walk long distances, to withstand extreme temperatures for extended periods of time, and to climb onto or otherwise access potentially dangerous equipment during inspections.

SCOPE

DESIGN SERVICES ORGANIZATIONAL RELATIONSHIP
The design engineer interfaces with the designers and project managers in the design office. Occasionally, the Design Engineer will meet with clients, cities and county agencies externally.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Bachelor’s Degree in Civil Engineering is preferred or equivalent experience in design of railroad track plan and profile, roadway plans, grading and drainage plans and utilities, minimum of 5-8 years in design office environment.
GRADE: Non-Exempt, Non-Exempt employees are entitled to overtime pay.
SALARY RANGE: Commensurate with Experience
